The current research aims to identify the conceptual framework for school reform in special education schools, as well as to reveal the requirements of school reform for special education schools in the light of total quality indicators, and the researcher relied on the descriptive curriculum as the appropriate curriculum for the study, as the researcher prepared a questionnaire as a tool for field study, and then applied it to (400) individuals are: (managers, agents, mentors, teachers), special education schools in Sohag governorate. The results of the current research found that there are many problems facing the reform of special education schools in the light of total quality indicators, including: (poor funding, centralization of school administration, lack of teacher experience, poor student preparation, rigidity of the curriculum, poor school building equipment, poor participation of parents and the outside and local community, and lack of specialized support centers to support special education schools.
