Abstract

Many universities around the world have sought to transform into smart universities in order to be able to compete locally, regionally and globally. Therefore, these universities began to provide the requirements and components of smart universities. The study aims to determine the administrative requirements that must be met in the Arab Republic of Egypt for its universities to become smart universities.
The researcher noticed, through her work in an Egyptian university, the availability of some of the requirements and components of smart universities in Egyptian universities to a reasonable degree, such as smart people, smart management, smart learning environments, and electronic transformation for most of them at the level of the Republic, but there are no smart buildings in addition to the weakness of the Internet. Therefore, these universities need to be developed and improved so that they become smart universities at the top of the list of the best Arab and African universities as they were the pioneers of university education in the last century.
The current study aims to present a proposed vision for the administrative requirements for establishing smart universities in Egypt parallel to public universities in light of the challenges of the Fourth Industrial Revolution and the experiences of some universities, namely: Stanford University in the United States of America, the National University of Singapore, Hamdan Smart University in the United Arab Emirates, and used The researcher has a descriptive approach to present a proposed view of the administrative requirements for establishing smart universities in Egypt
